PROGRAM CODE DEFINITIONS

PUBLIC SERVICE

Public Service. This category includes activities established primarily to provide non-instructional services to individuals and groups external to Clemson. Among these activities are programs designated as community service. This category includes expenditures incurred in the process of making faculty/staff/student knowledge and skills available to the community in activities other than instruction and research. Examples of such activities are conferences, institutes, general advisory services, reference bureaus, consulting, and similar non-instructional services to particular sectors of the community. Conferences where participants receive credits, which meet professional certification requirements, should be classified as instruction (category 104, Other Non-Degree).

301. Public Service.

This public service category includes expenditures for activities, established primarily to provide non instructional services to individuals and groups external to Clemson. These activities include community service programs, excluding instructional activities. Included in this category are conferences, institutes, general advisory services, reference bureaus, consulting, and similar non instructional services to particular sectors of the community.

303. Support.

This classification should not be used for sponsored programs.

Support expenditures are those that have been incurred for administrative and supporting services that benefit common or joint departmental public service activities or public service objectives in academic departments and divisions. This category includes:

• Salaries and fringe benefits attributable to the administrative work (including bid and proposal preparation) of faculty (including department chairs), and other professional personnel conducting public service .

• Salaries of administrative and clerical staff. Direct charging of administrative and clerical costs may be appropriate where the nature of the work performed under a particular project requires an extensive amount of administrative or clerical support which is significantly greater than the routine level of such services provided by academic departments and have been included in the approved sponsored projects budget proposal.

• Items such as office supplies, postage, local telephone costs, incidental copies, and memberships shall normally be treated as facilities and administrative costs (indirect costs).

In recording support expenditures, special care should be exercised to ensure that costs incurred for the same purpose in like circumstances are treated consistently.

304. Livestock Poultry Health.

This category is to specifically identify, public service of Livestock and Poultry Health.

This category is for public service that requires the staff and facilities assigned to Livestock and Poultry Health.

305. CCIT.

This category is to specifically identify, public service of Clemson Computing and Information Technology.

This category is for public service that requires the staff and facilities assigned to Clemson Computing and Information Technology.

306. Public Service-Cooperative Extension Service - On Campus.

This category is to specifically identify, public service of the Cooperative Extension Service that is performed on the Clemson University campus and vicinity in facilities assigned to the Cooperative Extension Service.

307. Public Service-Cooperative Extension Service - Off Campus

This category is to specifically identify, public service of the Cooperative Extension Service that is not performed on the Clemson University campus and vicinity in facilities assigned to the Cooperative Extension Service.

308. Regulatory Public Service.

This category is to specifically identify, public service of a Regulatory nature.

This category is for public service that requires the staff and facilities assigned to Regulatory Public Service.

309. Cost Sharing - Non Mandatory.

Represents the use of institutional funds to supplement project costs not borne by the sponsoring agency.

310. Pubsv: Integrated Ext & Resch

This category is to specifically identify public service of the Cooperative Extension Service that is integrated with Agricultural Research. Expenditures in this program have been identified and approved by the Chief Operating Officer of the Cooperative Extension as being associated this type of work.

311. Pubsv

This category is to specifically to identify Cooperative Extension projects that have been established by Memorandum of Understanding (MOU) with partners outside of Clemson University, and approved by the Office of Sponsored Programs (OSP). This program code should only be used in conjunction with Fund 20 individual project grant number.
